The government has proposed changes to the intellectual property framework that will give museums and other organisations greater freedom to use copyright works, while protecting the interest of artists, authors and rights-owners.

Draft legislation, due to be implemented in the autumn, includes new exceptions that will allow copying of works for individuals’ own personal use, parody, and for the purposes of quotation.

The proposed changes mean museums, galleries, libraries and archives will be allowed to preserve any type of copyright work that is in their permanent collection and cannot readily be replaced.

A new exception will allow museums to make electronic copies of works in their collection on dedicated terminals on their premises.
