The Museums, Libraries and Archives Council (MLA) is developing plans to allow export licence applications to be made online.
In a statement, the MLA said it was consulting key stakeholders about the new system, as well as conducting a feasibility study. It said that if an online system was introduced, paper applications would still be accepted.
The export licensing team had been due to move to the MLA's Birmingham headquarters in April, but it will remain in London until June to allow the feasibility study to be carried out.
