The Conservative Arts Task Force has recommended the creation of a new department for culture and that sport should be shifted to another department.
The review, commissioned by Conservative party leader David Cameron, said "the arts and sport make poor departmental bedfellows" and called for a radical look at the infrastructure of the arts.
The report also said that national organisations now funded by Arts Council England (ACE) should be funded by the new department of culture, leaving ACE to operate in the regions "ideally co-located with the Museums, Libraries and Archives Council".
Other recommendations included support for free admission and Renaissance in the Regions, and increased tax incentives for giving.
A spokeswoman for the Conservative party said the suggestions in the report would be used to advise arts policy in the run-up to the publication of its manifesto.
