Kent County Council plans to replace Folkestone Museum with a history resource centre.
A report on the future of the museum, written by Kent council's director of community cultural services, Des Crilley, says: "Folkestone Museum has not changed for over 10 years.
"The displays are dated and an extremely limited number of items are on show to the public. The museum has no professional museum staff on site and no dedicated budget."
The new centre will be part of Folkestone Library. It will provide public access to "all of the 19th- and 20th- century local social history artefacts and fine art collection through visible storage".
The Museums, Libraries and Archives Council will be asked to remove Folkestone Museum from its register.
