The winner of the competition to be City of Culture in 2013 will need to raise at least £10m to make the event viable, according to a report published last month.
The UK City of Culture Working Group report was published as culture secretary Ben Bradshaw announced that 29 cities had expressed an interest in hosting the event. There is no new money for the competition and resources will have to come from existing funding streams.
The working group was chaired by TV producer Phil Redmond, who proposed the idea of naming a regular UK City of Culture following Liverpool's success as the European Capital of Culture in 2008.
Redmond, who was chairman of the Liverpool Capital of Culture team, will chair the panel that assesses bids to become City of Culture.
It cost Liverpool £109m to be European Capital of Culture, although the working group said the region's economy was boosted by £800m.
The deadline for outline bids is 16 October and a shortlist of up to six bids will be announced in early 2010.
