DCMS has published a green paper arguing that culture should be at the heart of regeneration programmes and calling for comments on its strategy to encourage government departments and developers to include culture at the planning stage of projects.
Launching the consultation document, Culture at the Heart of Regeneration, culture secretary Tessa Jowell, said there was now hard evidence of how the culture can rebuild broken communities and create new ones. 'Everyone now accepts that culture can be a catalyst to turn round whole communities', she said, speaking at the launch of a regeneration programme in the Thames Gateway in June.
'Success for us will be when culture is as important to planners, developers and government when looking at new projects, as the economy and jobs currently are.'
The green paper came with a review of the evidence of culture's role in regeneration. The review, conducted by London Metropolitan University, was commissioned to convince the Treasury that culture can be a force for regeneration.
