The shadow culture minister, Dan Jarvis, plans to launch a report on “Arts in the Regions” next year.

A spokesman for Jarvis said the report, which is set to be published in late spring, will examine two areas: “access and exposure”, focusing on regions where galleries and museums do not collaborate; and the “funding and economic value” of regional arts projects.

“I want to find out if philanthropists with money to spare are more likely to spend it on arts organisations in cities such as London, Birmingham and Manchester than in Luton, Barnsley and Middlesbrough,” said Jarvis in a press statement.

The Labour MP for Barnsley Central said other priorities included developing the cultural and creative legacy of the Olympics and “articulating a vision for a 21st-century library”.

“I will also study Darren Henley’s independent review of cultural education,” he said.

Earlier this year, the Department for Culture, Media and Sport and Department for Education launched a review, to be led by Henley, managing director of Classic FM.

It will consider the cultural education experienced by children from different backgrounds.
