Work on the Panopticon has stalled after an overseas partner decided not to proceed in light of the recession, leaving a £20m funding gap.
The development at University College London (UCL), designed to house the Petrie Museum of Egyptian Archaeology alongside temporary exhibition space, lecture facilities and a reading room, was due to be completed in 2010.
Sally Macdonald, the director of UCL Museums and Collections, said there is £16.5m in the budget, and the university is in talks with the Heritage Lottery Fund and other backers to revise the brief so that the core elements can be maintained.
