Two of the three new director of engagement posts, which were created by the Museums, Libraries and Archives Council (MLA) to replace the regional agencies, have been filled.
In January, Jon Finch, chief executive of MLA West Midlands, will become director of engagement west, while Sam Bestwick, chief executive of MLA East Midlands, will become director of engagement east.
The three posts will oversee a group of regional managers and staff in their respective areas of England, replacing eight regional agencies in April 2009.
The third post, director of engagement north, failed to attract an internal candidate and has now been advertised externally. The post, which covers the north-east, north-west and Yorkshire and is to begin in the new year. "We need to get the best candidate," said an MLA spokesman.
Emma Anderson, the hub manager for Renaissance North West, said: "It is an enormous challenge, given the vast geographical spread and the huge issues that will arise. To be visible, people need to know you are there and want to talk to you."
