Tullie House Museum in Carlisle could transfer to trust status by autumn 2010.
Carlisle City Council's ruling executive approved plans for the move to trust status at its April meeting, and it is expected that the full council will debate the decision in July.
Council leader Mike Mitchelson said the trust would put the museum in a better position to raise funds.
Under the new management, the council would continue to own the building and collections, which range from decorative and fine arts to social history.
