The Effective Collections programme aims to simplify and demystify loans administration by bringing together the terminology, forms, facilities reports and standards used by museums across the UK to find common ground. Available to download below is the first edition of the Effective Collections guide to creating simple loan agreements. The Museums Association is consulting on this document until 29th February 2008, after which the findings of the consultation will be published for comments and then incorporated into a second edition of Simple Loans Administration.
The guide does not impose a new standard loan form. Instead, it relies on the existing resources supplied by museums and other groups to filter advice down to the basic building blocks of a loan agreement. The conditions attached to loan agreements need to vary to manage risk for different types of object and different venues, but anyone arranging loans can understand what the key components of a loan agreement are, and know what to expect the lender and borrower to do. This level of confidence and familiarity - being conversant in loans - will allow museum staff to develop the most simple, easily-understood and cost-effective loan agreements that are suitable for the objects going on loan. Appendix A to this guide contains examples of loans documentation from museums and sector bodies who successfully deal with loans. The documents do vary, but have different strengths in different situations that have all contributed to the summary guidance in the following pages. Of particular note are the Standard Facilities Report from the UK Registrars Group (UKRG) that is already commonly used in UK museums, and the documents from a recent European Collections Mobility initiative. Appendix B puts the information in the guide into a downloadable form that you can edit and amend to suit the loan that you are arranging. We're currently working on the design of this form at the MA and it will be available here shortly.
